Funded statutory Early Learning & Childcare of up to 1140 hours per year is delivered across both the Council's own nurseries and nurseries which are operated by private, voluntary and independent organisations. It is also delivered by some Registered Childminders. These nurseries and childminders are known as Funded Providers.

BECOMING A FUNDED ELC NURSERY PROVIDER IN GLASGOW
Glasgow City Council uses a formal procurement process to engage with nursery providers who wish to become part of the system of funded ELC within the city.
In early 2020 Glasgow City Council embarked upon a Procurement Exercise inviting tender submissions for the delivery of Funded Early Learning and Childcare. A framework contract was entered into with the successful bidders for the period 1 August 2020 until 31 July 2025.
Where a new provider comes forward during that contract period between 2020 and 2025, Council Committee agreed that Education Services would be permitted to enter into further contracts outwith the framework contract, on the basis that an appropriate process be put in place to ensure due diligence. This agreement is in place for the duration of the framework contract, 1 August 2020 until end of July 2025.
Education ELC have a process to progress new applications outwith the contract period which is aligned with the requirements of the main procurement exercise. This includes completion of an offline European Single Procurement Document, submission of Audited Accounts, Confirmation of Insurance Cover, Care Inspectorate Registration, and evidence of meeting the National Standard.
There are no set deadlines for this separate contract application process, but you should be aware that this can take approximately 12 weeks from the date of submission.

BECOMING A FUNDED ELC REGISTERED CHILDMINDER IN GLASGOW
Childminders must be part of the Council’s ELC framework to provide funded ELC and this is administered on behalf of the Council through the Scottish Childminding Association (SCMA).
If you are a Registered Childminder in Glasgow, your inspection grades meet the National Standard (minimum of Grade 4 - Good across all themes) and you want to deliver funded ELC, you should contact SCMA for more information on how to become part of the framework. They will put you in touch with the local Childminding Development Officer for further advice.
